Copyright exists in fixed and expressed media of original work. Various literary (including computer software), musical, dramatic, artistic works and scientific work of creative activity are protected by the Copyright Code. Related right of copyright is a kind of right similar to copyright, owned by the performers, producers of phonograms and videograms, broadcasting organizations and impresarios, for their performances, phonograms and broadcasting television programs conducted after obtaining the copyright legitimately.
Collective management agency of copyright and related right is an non-governmental organization for protecting copyright, and responsible for accepting the authorizations of copyright-holder, inspecting and examining the situation of the use of works, representing copyright-holders to negotiate with the users of the pieces and issue licenses, collecting the fees of use, and distributing the collected fees of use to each relevant copyright-holder reasonably.
Service target and eligibility of application
Any legal persons with headquarters in Macao SAR engage in the activities as their principal objectives in the field of collective management of copyright and related rights.
Procedures
1. The applicant should complete the form “Registration of Collective Management Agency of Copyright and Related Rights” in Chinese or Portuguese, and submits it with the annexes to the Industrial Property Application Counter of Reception Center of the Economic Services (2nd Floor), and paid the registration fee at the Treasury of the Reception Center of the Economic Services (2nd Floor). The fees in patacas should be paid in cash or by cheque, crossed and made payable to Direc..o dos Servi.os de Economia.
Necessary documents
1. The completed “Registration of Collective Management Agency of Copyright and Related Rights” form, (can be downloaded on the website of the Economic Services, or obtain for free at the Intellectual Property Department of the Economic Services);
2. A certified copy of its statutes (with a mention wherever possible of the holders of the various
administrative positions);
3. A list of holders of rights and of agencies of the same type located in other legal systems that it represents or proposes to represent.

f the documents have been presented in order, it takes approximately one month.
Remarks
1. Collective management agencies shall be registered with the Intellectual Property Department of the Economic Services of Macao SAR at least 30 days before they start to operate;
2. In the following cases, collective management agencies are obliged to communicate the following to the Macao Economic Services, within 30 days after their approval or adoption:
-Amendments to their statutes;
-Changes in the composition of their administrative organs;
-Changes in the list of parties that they represent;
-Agreements entered into with other entities of the same type, with entities representing users or with broadcasting organizations. Collective management agency of copyright and related rights should complete the “Registration of Collective Management Agency of Copyright and Related Rights” form which can be downloaded on the website of the Economic Services, or obtained for free at the Intellectual Property Department of the Economic Services, accompanying with the relevant supporting documents, and submit to the Industrial Property Application Counter of Reception Center of the Economic Services (2nd Floor) for the application.
