Land for Industrial Purposes


1. LAND FOR INDUSTRIAL PURPOSES

Land for industrial purposes is generally granted by government concession, on a lease basis, normally for 25 year periods, which is renewable.

1.1 Premium to be paid

To be granted a concession, interested parties should apply with a detailed proposal on all technical aspects, to enable a comprehensive analysis of the project’s economic impact on the Territory.

If the concession is granted, the concessionaire will pay an initial cash premium followed by annual rent for the duration of the concession.

The amount of the premium will depend mainly on the location of the plot and total gross area of construction. For assessment of "gross margin", calculations will be based on the Land, Public Works and Transportation Services official index (1)

The formula is as follows:
Gross margin =(Gross built area x price (2)/sq.m)- (Gross built area x construction cost (2)/sq.m)

Premium to be paid = 20% (3) x gross margin


Price and construction costs per square meter for premium calculation purposes are as follows, according to Land, Public Works and Transportation Services current index (Official Gazette, August 93).

1.2 Rental to be paid
The rental amount depends on the total number of floors and varies according to implementation.

The values here provided are for reference only.

  • During implementation: USD1.25/square meter (land area)
  • After implementation: USD1.875/square meter (construction area)
                                    USD1.25/ square meter (open area) 

Fiscal Incentives

PROPERTY TAX

A total exemption may be granted for real estate purchased exclusively for i, ndustrial purposes, while a partial exemption is possible for a period of up to five years in Macau and ten years on the islands, for new real estate rented for industrial purposes (*).

INDUSTRIAL TAX

For previously approved cases a total exemption is possible (*). A 50% reduction may be granted for businesses located on the islands (except for off-shore banking operations).

COMPLEMENTARY (PROFITS) TAX

There is a possible 50% reduction (*)

CONSUMPTION TAX

It should be noted that fuel supplied to industrial units is free from tax (*).

MOTOR VEHICLES TAX

Vehicles intended for use in Macau's Public Services, tourism sector, public transport, and cargo are all exempted.

 


Exemptions marked with (*) are granted upon application detailing grounds with a statement of facts,to projects which comply with at least one of the following requirements:

  • Promote economic diversification
  • Contribute to promotion of exports to new unrestricted markets
  • Promote added value within their activity's value chain
  • Contribute to technological modernisation

Applications must be approved by the Government prior to installation, expansion, reorganisation or change of operation of an industrial unit.

Financial Incentives

Interest Subsidi s ation (Decree law 23/98/M, June, 1, 1998)

Interest subsidies on pataca bank loans for the purchase or leasing of new equipment, as well as for purchase, construction or leasing of industrial buildings, used by the exclusively by the beneficiary

The Interest Subsidies are:
 - 4%-5% for purchase, construction or leasing of buildings.
 - 6% for investment on improvement for working environment and safety 
 - 4% for purchase or leasing of new cargo vehicles.
 - 5%-6% for purchase of new equipment or up-grading of equipment. 

Subsidies may be granted for a maximum period of 4 years, starting from the first credit refund.

 

SUBSIDIES (Decree law 49/85/M, namely article 11)

Investment projects may be granted refundable and non-refundable subsidies for :
 a) Manufacture of new products involving high economic risks if justified by technical innovation .
 b) Innovative and development projects of an industrial (nature) that will benefit the Territory .
 c) Installation of anti-pollution equipment that may be beneficial to the Territory .


Note: Such incentives are granted on a case-by-case basis; a fully documented application must be submitted, in writing .

Export Diversification Incentives

Companies which have registered with the Economic Services and trade associations are all entitled to apply for a subsidy. Financial support given, usually applicable for trade promotional activities organised by Macau Trade and Investment Promotion Institute (IPIM) and subject to prior approval, include the following categories.

Costs which can be fully covered :

 - rental of exhibition space
 - construction, assembling and dismantling costs of exhibition booths
 - decoration costs of exhibition booths
 - assistance in operating exhibition booths during exhibition
 - cost of participation of trade associations, including delegates' travelling fees
(number of delegates determined by IPIM )

60% of the following costs are covered :

 - publication cost, up to USD5,000
 - production cost of audio-visual materials, up to USD8,750
 - cost of individual participation in fairs outside Macau (including stand rentals and decoration), up to USD7,500

50% of the following costs are covered :

 - transportation costs of samples for exhibitions or trade delegations organised by IPIM, 
up to 20 kg (air cargo) or 3m3 (sea cargo)
 - two return tickets for every participating company, if purchased through local travel agencies
